The South Coast town of Conjola Park was consumed by colliding bushfires in an attack so sudden that the local fire brigade was taken off guard. Now, residents are finding it difficult to know how to begin to rebuild.

The only road in and out of Conjola Park and Lake Conjola, which on New Year's Eve became a terrifying tunnel of fire and two days later became a, now resembles a dry mangrove swamp - black stalks jutting from black ground.

"Hopefully [the government] can put some money towards casual workers for the month because there's no work," he says of the federal rescue package. "And there's going to be a really big push for people to go to Tilly and Mo's." Like MacDougall, the cafe owners lost their home as well as their trade.The immediate concern in Lake Conjola and Conjola Park has been restoring power. Some residents rely on medical devices that require it.

With power down and mobile networks patchy, nobody knew what services were available or how to access them. Some people living in isolated places had not been visited. There was confusion over whether they should call a halt to all donations or just make sure they only accepted the items they needed. "We've got about 1000 nappies and we don't have that many babies," one woman said.

It is Lisa Allen, who lives up the hill at Conjola Park which bore the brunt of the property loss. A few days after the fire, the mayor dropped some water outside her house and announced on her Facebook page where people could find it. More people dropped over donations. Soon the Allens needed to borrow tents and tables to house it all. Lisa's husband Shane slept in the car to keep an eye on it. A homeless charity dropped over a mobile shower unit.

What should they have done? "I don't know. This is the thing. We could have had more help with boats coming from [the navy base at] Jervis Bay. We could have had more help from the army. It was just bloody chaotic."It is still chaotic in Conjola Park. Council workers are so overstretched that residents have taken matters into their own hands. When one man trying to take waste to the tip found the gates locked, Shoalhaven Mayor Amanda Findley advised him to use bolt cutters.
