Pasay City Mayor Emi-Calixto-Rubiano issued an executive order on Jan. 31, encouraging unvaccinated individuals to limit their activities outside their residences to avoid being infected with coronavirus.

Metro Manila Development Authority Chairman Benhur Abalaos held a meeting via zoom to answer the question thrown regarding the EO issued by Rubiano. He, however, said in the case of Pasay City, the local government can continue to limit the movement of unvaccinated individuals based on the ordinances it is implementing. He stressed that each local government unit has an autonomous power. .
