San Leandro will be building housing, retail on its former marina.

SAN LEANDRO — Construction of almost 500 shoreline housing units, including townhouses and apartments, could start as early as next year, as San Leandro develops its marina after plans were stalled because of the pandemic.

The development will include 285 apartments and about 200 townhouses. There will be a local preference for buyers and renters; people living in San Leandro will have first choice. Along with the housing, the development also will have a 210-room hotel, a market and retail stores, and a nine-hole golf course.

The townhouses will have solar panels and the buildings at the development will be 15% more energy efficient than what the code requires. An environmental review of the proposed project was done in 2015 that ensures that the Monarch butterflies that overwinter in trees near the marina will be protected. To account for rising sea levels, all development west of Monarch Bay Drive will be raised several feet.

Initial plans included offices and a conference center in addition to the housing, hotel and commercial space, but those were scrapped two years ago.
