Opinion: Recent decisions by two regions in the GTA illustrate how different approaches result in different outcomes, writes Dave Wilkes

When it comes to accommodating projected population growth in the GTA, the approach chosen by a region or municipality matters.

Any time there is an update to the province’s Growth Plan for the Greater Golden Horseshoe , regions and municipalities in the area must undertake a review to make their official plans conform with the changes. This process is known as a municipal comprehensive review. The approach adopted by Durham Regional Council recognizes that depending on life stage, needs and preferences, some people may choose to live in a condominium apartment, while others may choose a townhome, and yet others will choose a single-family home. Durham is therefore planning for intensification but also setting aside land for medium-density and single-family homes. This is an example of planning that puts people first and provides for choice in housing.

Halton, by contrast, has adopted an approach that amounts to protecting existing residents’ housing choices but not providing new residents with the same opportunities. This approach runs counter to provincial guidance and will result in less choice in the housing mix over the next 30 years. Prospective homeowners who cannot find what they are looking for will have to look elsewhere.
