” : San Diego Councilmember Stephen Whitburn’s proposal to ban camping on public property eliminates one very important option for the homeless: camping. It is the least expensive form of housing, provides flexibility and is one that is preferred by many without a permanent home. From what I read, there is no distinction between sleeping in the public right-of-way and sleeping on public property. The initiative should support camping on excess or underutilized publicly owned properties. This way services can be provided to a campsite and there are known locations available in appropriate areas of the city.
Instead, in the making we have a half-baked idea that leads to an enforcement nightmare. Make alternatives other than bricks and mortar available as part of the initiative.
How? This approach doesn’t work for many reasons. They want to chose their location.

They aren’t homeless. They are addicts and/or mentally I’ll taking away the rights of good citizens.
We have block after block of campers in need of a safe location. The best alternative is housing, so in the meantime, the least we can do for our needy neighbors is to provide a place of security and safety.
