Harris County property tax bills are a Rubik's cube. Here’s what you need to know.

Limiting year-to-year increases in appraised values protects property owners in hot real estate markets. Still, 10 percent increases year after year can add up fast. Republican lawmakers in the Texas House are pushing to lower the yearly appraisal cap to 5 percent, part of a plan that would extend the cap to all types of property, including businesses.

The Harris County Appraisal District determines your property's total market value based on the value of the land and of your house and any other structures or “improvements.” Depending on where you live, different taxing jurisdictions will be listed on your appraisal notice. Each taxing jurisdiction uses a different tax rate to collect taxes based on the value of your home.a>, such as the Homestead Exemption which most primary homeowners can get, those exemptions will reduce the value of your home before the tax rates are applied, making your total tax bill smaller.

You can start the process by filling out and submitting the protest form included with your appraisal notice. You can also register online to start the process.
