The top Toronto mayoral candidates were out Monday announcing everything from a waterfront LRT to a housing/homeless plan.

Bailao announced her commitment to cancel city contracts that fail to deliver on their promises. She promised to review all major city contracts to assess their value for money and benefits to the city. She also wants to implement more robust monitoring and reporting mechanisms to track contract performance.
