About 40 percent of animals brought to the shelter are surrendered by owners, according to the county.Currently, all of the shelter's adoptable animals are free of charge. They are spayed or neutered, have received age-appropriate vaccinations and are microchipped.
The agency will revisit its policy Aug. 1 to determine whether it's possible to resume normal surrender and intake procedures.
