She told supporters at her victory party Monday that “the work of changing a city left behind by a decade of neglect is not going to be easy,” but promised she was up to the task. Most of the current gap is the result of lost TTC revenue and growing pressure on the shelter system. Aid the provincial and federal governments provided earlier in the pandemic has dried up, and both Queen’s Park and Ottawa have rejected pleas to turn on the tap again.

Toronto has pledged to meet the provincial target of building 285,000 new homes by 2031, but to achieve that the new administration must double the number of units built every year. . Despite that opposition, the new mayor will have to find a way to work with the province to make progress on issues like housing and transit, and to secure more sustainable funding for the city.
