Foster care providers struggle to hire enough qualified caregivers, explained Jennifer Sims, Muth’s top deputy.

At one in Bell County, two teenage girls recently walked off, and it is feared both were taken by human traffickers across state lines and employed as prostitutes, Martinez Jones said. Meanwhile, older kids who are about to turn 18 need more preparation for independent living as adults, Sims said.As of Thursday night, 15 of the children without placements were within six months of their 18th birthdays, she noted.

Long-range solutions include finding alternatives to removals of kids from their birth families, such as kinship placements; making sure all the children in residential treatment centers need the intensive services provided there; and “stabilizing” providers, she said.
