Though Airbnb disputed the figures, the group said slightly more than 1,000 homes were off the Ottawa market because they were being run as full-time, informal hotels.
Quebec’s Tourist Accommodation Act, which came into force in 2022, made it mandatory to register accommodations for short-term rental, but it is widely flouted. In the spring of 2023, only 30 per cent of housing advertisements were legal in Quebec, according to the Tourism Ministry. In Montreal, the number of homeowners who do not comply with the rules is so high that the city launched a squad last month to counter illegal tourist accommodations.
In March 2023, a fire in an Old Montreal heritage building that was hosting illegal short-term rentals killed seven people.
