Next STEPS was launched as part of the Mayor’s Action Plan for Neighborhood Safety, announced by Bill de Blasio in 2014 to turn around anthat help detainees get jobs, find housing, stay off drugs, and reconnect with loved ones once they’re released from Rikers Island.
