Last week at Labour’s conference in Liverpool, the shadow Housing Minister, Matthew Pennycook, told me that Labour would happily lend the Government their votes to pass the Renters’ Reform Bill., that seems to be the problem. The Government neither wants to be defeated nor be seen to be relying on Labour votes.
