The statewide measure would expand mental-health and substance-use services while also building housing for those experiencing homelessness

Gov. Gavin Newsom made an appearance Monday in San Francisco to promote Proposition 1, a statewide measure on Tuesday’s ballot that is poised to expand mental-health and substance-use treatment services and housing throughout California — with possible significant effects on how San Francisco provides mental-health services.

The bond would build facilities for 6,800 people to receive mental-health care and drug or alcohol treatment, along with up to 4,350 housing units. “Nobody wants any organization, or any advocates who are serving people with behavioral-health conditions, to be fighting over the same slice of pie,” said Vitka Eisen, the president and CEO of HealthRIGHT 360, a nonprofit that provides health-care services to low-income individuals. “This is your slice, and now we have to reapportion how that slice gets sliced.”

Ultimately, Eisen said, expanding this type of care is a good thing but will likely stir this issue up down the line.It remains unclear how Prop. 1 will affect San Francisco’s current operations if it passes Tuesday. The San Francisco Department of Public Health declined to comment, saying it is “not allowed to engage in political activity or comment in support or opposition of political campaigns during City work hours and/or using City resources.
