Dowling said Linlo Crossing failed to prove it owned all of the land it proposed to develop including a section of Sand Hill Road it wanted to relocate. The judge also noted the project would have a negative effect on traffic in the area. The developer faced hurdles as nearby business owners and residents testified the project would bring increased traffic to the area, ultimately limiting access to driveways and parking lots.
