The Tourism Business Council of South Africa says this will level the playing field by ensuring Airbnbs, hotels and guesthouses all follow the same rules.But it adds this needs to be done in a way that doesn't stifle growth. Some business organisations are opposed to the changes, saying it limits what private homeowners can do in the short term home rental space.

Airbnb says its platform accounts for less than one in eight visitors to South Africa but claims it's helped boost the country's economy.
