The Housing Ombudsman said the award that it ordered recognises the impact of the failings

An ombudsman has ordered a housing association to pay one of its former tenants £1,000 following a string of failures. Lee Bowler, 40 and of Mapperley Plains, says he was left feeling suicidal after his complaints about anti-social behaviour from his neighbours were mishandled by Jigsaw Homes.

"It was an incredibly hostile environment and it’s not an understatement to say that I felt suicidal and hopeless - I lived in fear and distress." Following the incidents, Mr Bowler decided to submit a formal complaint to the Housing Ombudsman, which concluded there was maladministration by the landlord in four instances.

Jigsaw Homes did not, however, acknowledge that it had delayed taking action and concluded that the issue had not been raised as a repair previously. This then turned out to be wrong, with Mr Bowler having raised his concerns since September 2022. The Housing Ombudsman report reads: "While it is acknowledged that it was appropriate to direct the resident to raise his concerns with the police, there was more the landlord could reasonably have done to address and respond to this matter. It is apparent from his subsequent complaint that the resident felt it had dismissed his concerns about this.
