There are more than 90,000 people who have no place to call home in New York state, and most of them are in the five boroughs. Under the plan, people who are eligible to receive the vouchers would spend no more than 30% of their income on housing. The state would cover the remainder of their rental payments. Undocumented New Yorkers, who are often shut out of government assistance programs, would also be eligible.
