Councillors will next week vote on whether to proceed with a consultation process to shape new local laws in a move designed to address the housing crisis.
Ms Capp said"all options" needed to be on the table, with the city having a rental vacancy rate of 0.8 per cent, well below the three per cent considered to a healthy rate. "We are in a housing crisis. Every home that becomes available matters. That's why we're looking at ways to encourage property owners to move into the long-term rental market," she said.
"This would be an important step to address the housing crisis and increase the number of homes available to our residents, students and key workers."
