Developers behind two half-finished Knowsley developments that are causing “misery” for people living nearby have “reluctantly” pleaded guilty to failing to comply with community protection notices issued by the local authority.
Liverpool Community Homes Plc acquired the sites from Leo Properties Ltd after planning permission had been secured for housing developments.In 2021 work stalled at the sites and the half-finished buildings have since caused problems for local communities. He said the situation had led to numerous police reports including about antisocial behaviour as well as problems with fly tipping, adding that items, including “drug paraphernalia” had been left scattered on site.
Mr Medley-Daley added that potential fines for community protection notice breaches for which the company pleaded guilty could be “unlimited” while those under the Town and Country Planning Act had a limited maximum fine. She added: “The consequences of fines would be so adverse that it could put the company out of business.”
