Luke Howarth, the recently promoted assistant minister, said Australia's 116,000 homeless people represent 'a very, very small percentage of the population'.

Federal Assistant Housing Minister Luke Howarth insists he wants to put a "positive spin" on homelessness figures, despite lord mayors demanding more action to tackle the issue in capital cities.

Luke Howarth will meet with lord mayors on Tuesday to discuss homelessness, a topic he would like to put a"positive spin" on."I want to put a positive spin on it as well and not just say Australia's in a housing crisis when it affects a very, very small percentage of the population," he told ABC Radio National on Tuesday.

According to the most recent census, 116,427 people were counted as being homeless, up from 102,439 in 2011.

To be fair. His words were taken out of context. A positive spin means we have to take stock of the issue - start looking at where the country is on eve natter - what resources are needed - basically without planning - no objective is achieved. Planning is the skill to have
